North Carolina generally collects highway-use tax when a vehicle is titled rather than applying the ordinary retail sales-tax system to the vehicle.
Dealer-sale formula
(Sale price + administrative or document fee − eligible trade-in) × 3%
The state's registration guide specifically includes an administrative or document fee in the dealer-sale tax base and subtracts an eligible trade-in price. Title, plate, county registration charges, and annual property tax are separate costs.
$40,000 North Carolina example
A $40,000 vehicle with a $500 documentation fee and no trade produces a planning base of $40,500 and an estimated $1,215 highway-use tax. With a $10,000 eligible trade-in, the estimated base becomes $30,500 and the tax becomes $915.
Private-party purchases differ
For a casual or private sale, North Carolina's guide describes the 3% tax as applying to the DMV's computer value of the vehicle rather than automatically using the amount written on a private bill of sale.
